They might keep the OSRS gold mechanic were cursed energy gets rid to make everyone by anybody in the crater attackable. They then could add a mechanic like the trees where the cursed energy disappears when you proceed too far in the crater if people think it's not enough danger like that. You'd have to transmute it near the crater to never lose it if you collect energy for moneymaking or creation there. When they go this route then they can perhaps also give cursed energy a tiny stack limit to force people to transmute it into tradable energies frequently.

Since slaying lava wyrms with a 50k death price locking you to a pker in 80k-90k death cost isn't reasonable. Introduction the wild to your normal gear without danger (other than double/triple death cost) provides pkers better targets than agil/moth/energy/rc coaches and their skulls. A skull trick increasing the passing cost slightly kinda kills the point of skull tricks and baits so it's a triumph against the major negatives of the area.

We could probably just offer your PK'er the death regain price (or some equivalent if not in cash) and call it a day. EoC PvP is dead for a lot of reasons, also It is likely not coming back. Maybe if the uncontrolled had a relatively lower risk (and much less risk of randomly shedding a Bil in gear due to a bug) individuals would actually engage with the content.

The wilderness is balanced around the extra threat from PKers, but gear costs have increased a lot more restrictive in order that losing what is far more painful than it OSRS gold used to be. Furthermore, PvP has been a hugely broken unfun shitshow ever since EoC went dwell; and that I think everyone has long since lost hope that it'll get fixed. I know that I used to PK every day pre EoC, and now.. I believe my last time was during World occasion 2.
